PRE-CONFERENCE 

CLM in a changing world. An AIDS 2024 pre-conference

Community-led monitoring (CLM) is a powerful social accountability mechanism with proven impact on improving accessibility, affordability, availability and quality of HIV services. The context in which CLM occurs is changing: pandemic preparedness, universal health coverage and a focus on post-2030 sustainability for HIV are just some of the features of this new landscape. This pre-conference seeks to identify and explore the strengths and needs of CLM to ensure its continuity and efficacy moving forward. It will create a space for exchange about the application of CLM principles, models and experience toward quality and accountability within the HIV response and in other health and development priorities. Through dialogue and case studies, this pre-conference aims to deepen understanding and foster cross-sectoral collaboration that values, strengthens and sustains CLM in a changing world. Join us!

Session 1: Celebrating CLM to date: Impact, outcomes and role in the HIV/TB/malaria response

CLM has had remarkable impact to date. How and why did this happen? This opening session will highlight the impacts of community-led monitoring (CLM) on HIV, TB and malaria responses. The session will deliver a clear sense of what CLM is and why it is a vital social accountability mechanism.

Session 2: What does CLM need to survive and thrive in a changing world?

How will CLM impact continue in a complex future? In this session, CLM experts consider how CLM can be strengthened and sustained going forward. After a framing presentation, a panel will explore challenges and opportunities in the design, resourcing, and implementation of CLM programmes that lead to impact for and with communities and the health services they need.

Session 3: Government as a CLM partner: What’s working, what’s needed, what’s next?

CLM requires collaboration and communication with government.What are dutybearers’ views on CLM to date and to come? In this session, national and local government officials will share their experiences in building partnerships with CLM implementers. Speakers will identify best practices and explore the urgent question of how CLM can support health system strengthening and long-term, sustainable HIV programmes. 

Session 4: How can CLM be sustained and strengthened as part of HIV-focused sustainability agendas?

The HIV response is increasingly focused on sustainability. What does sustainability mean—and look like—for CLM? Sustainability encompasses a range of topics, from financing to political will, programme design to data storage and use. In this session leaders in the HIV/AIDS response will share their thoughts and plans for creating a sustainability agenda for CLM.
 

Session 5: Safeguarding Social Accountability: Toward a consensus statement on CLM in changing world

CLM has strengthened social accountability worldwide. Where to from here? This interactive, future-oriented session will highlight priority issues and actions arising from the day’s discussion. Outputs from this and previous sessions will be used in a widely disseminated report on CLM for a changing world.
