Sounding the alarm: Service-level effects of HIV funding cuts in Malawi and South Africa (2025)
In early 2025, the U.S. reformed its foreign aid program, cancelling $79.5 billion in development aid, including $1.1 billion for global HIV response in FY24/25. Countries issued memos on service modifications, but the immediate effects on clinic-level services are unclear. An early warning system is needed for emergency mitigation. This report by ITPC analyzes USAID awards and reports findings from a rapid early warning exercise in Malawi and South Africa, involving 153 stakeholders in 11 focus groups to assess the impact.
